CEDA Support
The local economic development agency (CEDA) is supporting the project having gone on record stating “this is one of the most exciting economic opportunities for the region”.
BBP is located on a 76.5429ha block of land, strategically located within the Future Industrial precinct of Palmerston North, and immediately adjacent to the KiwiRail’s national Regional Freight Hub (RFH). Regional Freight Hub | KiwiRail . Given the scale, future zoning, wider infrastructure benefits, and general Iwi and Council support, BBP is very well placed for future industrial and commercial development.
The BBP is immediately adjacent to the proposed RFH which covers an area of 177 ha and overlaps the Northeastern Industrial Zone (NEIZ) by 45ha. This will reduce the capacity of the NEIZ to approximately 45ha.
The operative zoning under the Palmerston North City Plan is Rural. However, with BBP now included as a ‘Growing Out’ area in the FDS, this means, subject to satisfactory engineering outcomes, the BBP is designated to be rezoned to Industrial in the future. However, the time it takes to rezone (under the Council controlled FDS process) is uncertain. Therefore, the strategy is to undertake a PPC to advance the Council’s timeframe to rezone.
As part of the greater BBP, we are proposing a specialised Business Technology Precinct (BTP) within the Bunnythorpe Business Park (BBP), The tech precinct (BTP) will be positioned for a Tier III/ IV Data Centres. Preferred locations for the BTP (assuming approximately 5-10ha) are in either areas 1, 2 or 3 (adjacent map) dependent on final design constraints and stormwater management. A technology precinct is considered highly favourable in the area given the unique power, fibre, and water supply options. BTP will form part of the BBP private plan change.
